Add support for Python 3.13

Python 3.13 was released on October 2024. No major changes is expected for the planetary-coverage and the upgrade should be simple.

List of supported version:

• 3.10 (until April 2025)
• 3.11 (default CI)
• 3.12
• 3.13 (to be tested)
