New ESA SPICE API endpoint

On November 9, ESA will migrate its engineering environment to a new platform that will require a change in its URLs pattern.

This will have an impact on the ESA SPICE bitbucket endpoint that will change from:

https://repos.cosmos.esa.int/socci/projects/SPICE_KERNELS

into

https://s2e2.cosmos.esa.int/bitbucket/projects/SPICE_KERNELS
