Requirements/Reviews should have a gitlab server per component

When storing a url for the first time in a component inside a project (in the interfaceview.xml file).

1. Store the url as a defaultRequirementURL/defaultReviewURL on projectwide basis
2. Store the url in the specific function

For that is necessary to create the attributes in iv_system_attributes.xml file and the same counterpart for dveditor.
